ON MILITARY ASSISTANCE TO  DISASTER RELIEF OPERATIONS

CONFERENCE AIM

To provide a framework for further development of regional civil-miliary and military-military coordination and cooperation in support of wider collaborative regional efforts.

CONFERENCE OBJECTIVES

Assessment: identify existing national and multilateral disaster relief SOPs, guidelines, and related mechanisms, their current relevance, efficiency and use in supporting military assistance to disaster relief operations at strategic (national and international policy), operational (planning and coordination), and tactical (execution) levels.

Gap Analysis: identify functional areas or activities, at the strategic, operational and tactical levels, which are not covered by existing SOPs or guidelines as well as those which require improvement to meet the essential needs for prompt, adequate and coherent support to disaster relief response at the regional level.

Framework Development: produce a matrix showing existing SOPs, guidelines and mechanisms, as well as identified gaps, which will constitute the baseline for the development or amelioration of principles, guidelines and SOPs, leading to a complete civil-military and military-military coordination network, as part of a sustained regional cooperation disaster response framework.
