EXERCISE PROGRAMME 2007


   

Every year a wide variety of organizations sponsor literally hundreds of exercises around the world.  Generally, the most comprehensive ones are sponsored by NATO or the USA.  Due to limited manpower and resources, CMCS has concentrated on those with the largest multinational training audience and/or an extensive humanitarian scenario.  This is the projected program for 2007.

February

  • Albatross:  Black Sea Initiative countries conducting a natural disaster response consequence management exercise.  Note: Rescheduled from Dec 2006.  Location: Batumi, Georgia.  (Completed)
  • Tempest Express 11:  Disaster response planning exercise involving more than 20 Asian nations.  USPACOM sponsored Command Post Exercise (CPX).  Location: Singapore.  (Completed)

March

  • Geneva Game:  The Geneva Centre for Security Policy annually sponsors an exercise involving Peace Support operations and which incorporates refugee and IDP issues.  Representatives from more than 25 nations participate.  Location:  Geneva.  (Completed)

 April

  • German CIMIC Exercise:  German military headquarters operational planning exercise for assumption of a UNSCR-mandated peace enforcement mission.   Location:  Hamburg, Germany.  (Completed)
  • Volatile Vardar: GCSP disaster response CPX focusing on issues concerning the request, reception and coordination of international assistance.  Location:  Geneva.   (Completed)
  • Swiss Peace Support Exercise:  Swiss military table-top exercise focusing on civil-military coordination during Peace Support Operations.  Location: Bern, Switzerland.  (Participation cancelled due to date change)

May

  • Allied Reach:  NATO High level seminar/exercise for senior military officers sponsored by Allied Command Transformation.  Emphasis is placed on civil-military cooperation.  Location: Ramstein, Germany.  (Completed)
  • Fuerzas Aliadas Humanitarias:  Caribbean and Latin American nations’ emergency response organizations will participate in a disaster relief seminar with emphasis on consequence management.  The exercise is hosted by the Government of Guatemala.  In addition to OCHA, WFP, PAHO, OAS, OFDA, Red Cross, CEPREDENAC, CDERA and other organizations participate.  Location:  Guatemala City.  (Completed)
  • Flexible Leader:  US EUCOM hosting a disaster relief scenario table top planning exercise involving mobilization and deployment of military forces.  Location: Ramstein, Germany.  (Completed)
  • Cobra Gold:  Thailand hosts this annual exercise which consists of a CPX with a natural disaster response scenario in a fictitious country.  More than 15 countries participate.  Location:  Pattaya, Thailand.   (Completed)
  • Idassa:  NATO Civil-Military Emergency Planning exercise.  Several NATO and PfP nations will participate in a disaster response scenario focusing on consequence management.  Location: Biograd, Croatia.  (Completed)

June

  • Regional Cooperation:  CPX regional exercise, sponsored by the US Joint Forces Command, for the South and Central Asian States designed to strengthen relationships and regional cooperation, improve interoperability and increase knowledge and understanding of regional forces operating in a multinational environment.  RC07 will have a consequence management focus.  Location:  Astana, Kazakhstan.  (Completed)
  • Tempest Express 12:   US Pacific Command and Center of Excellence sponsored CPX program for coordinating regional military response to humanitarian emergencies.  Location: Indonesia.  (Completed)
  • Steadfast Jackpot:  NATO Response Force (JFC Naples) certification CPX exercise.  UN mandated peacekeeping operation scenario in a fictitious country.  Extensive IDP and refugee activity.  Location:  Persano, Italy.  (Completed)

August

  • Khan Quest:  US Pacific Command peacekeeper training exercise.  Location: Mongolia.

October

  • Cooperative Longbow:  NATO conducted Peace Support Operations exercise including a humanitarian scenario. Countries participating are members of NATO, PfP or the Mediterranean Dialogue. Location: Tirana, Albania.

November

  • Bright Star:  A coalition joint task force training exercise with forces from 14 nations, including Army, Air Force, Marine Corps, Navy and special operations forces focusing on effects-based planning and operations, humanitarian assistance operations and disaster relief operations.  Location: Egypt.

  • Steadfast Jaw:  NATO Combined Joint Task Force (CJTF) training exercising the transition from the NATO NRF to CJTF in compliance with a UN SCR mandated mission.  Location: Naples.

 

Other exercises may be included as invitations arrive.  All agencies/organizations will be kept informed of program updates.

CMCS will continue to support regional seminars/conferences with high level participants to provide presentations on UN humanitarian relief operations and civil-military coordination processes.  

Please inform CMCS of any exercise invitations received by your organization so we may coordinate participation and avoid duplication.
