   CERF in Action - Underfunded Emergency

CERF allocates $1 million to underfunded activities in Chad

7 September 2007: CERF is allocating US$ 1 million to Chad as part of the second underfunded allocation in 2007. In the first half of 2007, the situation in Chad and along the Sudan/Chad/Central African Republic borders has become increasingly volatile. As a result, the humanitarian situation in eastern Chad has deteriorated sharply. The upsurge of violence during the first half of 2007 has resulted in new displacements and even greater humanitarian needs and challenges. In addition to 238,227 Sudanese refugees and a growing number of 44,607 Central African refugees, there is today an estimated 179,519 internally displaced persons (IDPs) in eastern Chad. Needs are particularly acute for IDPs who hastily fled the zones of conflicts without their belongings.

The UN Children's Fund (UNICEF) grant of US$ 400,180 will ensure that a monitoring and reporting system is in place to report on recruitment of children and effectively respond to reintegration needs of children released from armed forces or groups. The project targets 10,000 children associated with armed groups and 5,000 other vulnerable children and aims to reduce the number of child recruitment as well as to provide for increased protection of children in conflict-affected areas.

With the CERF grant of US$ 258,940 to the Food and Agriculture Organization (FAO), the agency will provide agricultural and livestock assistance and support to refugees, IDPs and host populations in Eastern and Southern Chad.

The objectives of this intervention is to promote food security and enhance crop and livestock production for vulnerable households; improve the health and nutritional status of beneficiaries; implement and support income generating activities through agricultural schemes, livestock by-products and empower community organisation.

The UN Department for Safety and Security (UNDSS) will use its CERF grant of US$ 319,930 to set up two UN Centres of Coordination for Safety and Security in Chad. The setting up of Security Centres - one at the central level in N’Djamena and the second at the field level in Abeche - offers space for a centralised approach in security operations. In this volatile security climate, it is necessary for the humanitarian actors to receive security information related to political and military developments, natural disasters, major accidents and security incidents, epidemics, hostage management, etc.

   CERF in Action - Rapid Response

CERF funds urgent humanitarian assistance in Chad

21 February 2007: CERF has allocated more than US$ 7.2 million to jump-start several life-saving activities in view of the rapid deterioration in the humanitarian situation due to increased rebel activity, a sharp increase in inter-ethnic violence, and incursions by armed militias which has more than doubled the number of internally displaced persons (IDPs) to 115,000 in eastern Chad.

IDPs seeking refuge in the already fragile communities near the border with Sudan are creating new and unforeseen needs that are not covered by the 2007 Consolidated Appeal Process (CAP).

The World Food Programme (WFP) will, in collaboration with their partners, provide food assistance to 25,000 new and vulnerable IDPs with a grant of more than US$ 1 million. A second allocation of US$ 1,454,000 will enable WFP to increase humanitarian air services necessary in order to avoid an interruption of flight activities. Beneficiaries of this humanitarian assistance are Sudanese refugees and the local population in north-eastern Chad.

The Food and Agriculture Organization (FAO) received almost US$ 350,000 from the CERF’s window for rapid response in order to distribute emergency seeds, tools and vaccines to 5,000 vulnerable households.

With a grant of US$ 1 million, the UN Refugee Agency (UNHCR) will distribute non-food items to respond to emergency shelter needs as well as profile IDPs and monitor their human rights situation.

An allocation of almost US$ 2.1 million will be used by the UN Children’s Fund (UNICEF) to ensure access to latrines for 45,000 people as well as water storage and hygiene facilities to 60,000 persons. In addition, UNICEF will, in collaboration with their partners, procure health equipment, including the vaccination of 50,000 children.

The UN Population Fund (UNFPA) will, with its grant of US$ 445,000 seek to prevent excess maternal and neonatal mortality and morbidity among internally displaced persons (IDPs) in Eastern Chad; while the World Health Organization (WHO) will respond to the wider emergency health needs of the population in Eastern Chad, with a CERF grant of US$ 676,000.

With a CERF grant of US$ 214,000, the United Nations Development Programme (UNDP) will ensuring access to HIV and AIDS services for 115,000 internally displaced populations in Eastern Chad.
