The cluster approach is applied by the Humanitarian Coordinator and the Inter-Agency Standing Committee (IASC) Country Team to ensure greater predictability and accountability in humanitarian response (see Cluster Leadership Approach). Nine clusters are active in Somalia: Agriculture & Livelihood, Education, Food Aid, Health, IDPs & Protection, Logistics, Nutrition, Shelter, and Water & Sanitation. Education and Food aid clusters are not currently active at the global level but have been introduced in Somalia to harmonise humanitarian coordination and response.
