UNDAC Equipment Support Modules

Introduction:

The aim of the development and establishment of UNDAC Support modules are to ensure rapid deployment (within 24 hours from request) of tailored, highly mobile and flexible support to UNDAC missions. The support modules will provide the UNDAC Team with specified equipment to support the operation (See attached papers) and trained staff, which also can be utilized for more general mission tasks.

IHP Countries:

The Support modules will be provided from the member countries with in the International Humanitarian Partnership (IHP). It will in each case be decided in cooperation between FCSS and the IHP member organizations whom of the countries which will deliver the support modules within the requested time frame. The costs for the deployment and operation will if nothing else is indicated be cover be the participating countries themselves. Mobilisation will depend on agreement on funding by respective governments.

Mobilization:

The Support modules can be mobilized on request of the OCHA Management, the UNDAC Team Leader before departure in co-operation with FCSS or automatically in situations where there obvious will be a need for equipment and/or staff support to the UNDAC Mission, such as earthquakes or other devastating sudden onset disasters.

Standard agreements similar to the UNDAC mobilization system has been arranged with the member countries of IHP, This will enable FCSU to mobilize the support modules alongside with the UNDAC Team. The arrangements for the deployment of the support teams to the field will be arranged in cooperation between the responding countries and FCSU.

Staff:

The Support modules will be staff with specialists from the country/countries providing the support. They have received specific training in operation and maintenance of the equipment provided. In addition to the technical skills, have the support staff undertaken the UNDAC familiarizing training, in order for them to be utilized to assist in the OSOCC operation and in assessment missions.

Equipment:

The Basic module should be, if nothing else is indicated in the mission ToR, being self-sufficient for ten days and capable of providing the full support for a five person UNDAC Team. The equipment provided from the support teams need to be fully compatible with the Equipment in the UNDAC Emergency office kit. The Equipment support modules will be composed for the specific mission in order to optimize the facilitation of the UNDAC operation.
