General Assembly Resolution 46/182 was designed to strengthen the United Nation's response to both complex emergencies and natural disasters and aimed at improving the overall effectiveness of the UN's humanitarian operations in the field.
The resolution established bodies through which OCHA carries out its coordination role: the Inter-Agency Standing Committee, the Central Emergency Response Fund and the Consolidated Appeals Process.
In addition, the Secretary-General established the Executive Committee on Humanitarian Affairs, which is chaired by the Emergency Relief Coordinator.
