Human Security Regional Training Workshop - Eastern Africa

The fourth Regional Human Security Workshop entitled “Applying the Human Security Concept in Project and Programme Development, Implementation and Monitoring” brought together United Nations staff working in Eastern Africa to Nairobi, Kenya for a 4-day training.

Representing UNDP, UNICEF, UNIDO, OCHA, MONUC, various Resident Coordinator Offices and the IOM, 26 participants attended the workshop which was hosted by the Human Security Unit-OCHA (HSU-OCHA) in partnership with the OCHA Sub-Regional Office for Eastern Africa and co-facilitated by Dr. Shahrbanou Tadjbakhsh of Science-Po, Paris, and HSU-OCHA.

The workshop was based on four distinct but related parts:

Part 1: Introduction to the Concept of Human Security and its Added Value provided an overview on the genesis of the human security concept, its development since its introduction as well as its relation and added value to other people-centred concepts such as human development and human rights.

Part 2: From Theory to Practice: Human Security Operational Principles and Tools for Programming guided participants through a comprehensive set of human security programming tools. Working on specific thematic or country contexts, participants applied these tools to pertinent human security related issues such as post-election violence in Kenya, economic development needs in post-conflict Burundi, environmental concerns in Eritrea, ongoing peacebuilding in the DRC and food insecurity in the Karamoja region of Uganda.

Part 3: Human Security as an Impact Assessment Tool took participants through the steps for assessing the human security impacts of projects.

Part 4: An overview on the United Nations Trust Fund on Human Security (UNTFHS) gave participants a detailed review of the funding modalities of the UNTFHS and provided a forum to present and discuss potential human security project as well as the criteria for developing successful human security projects. Examples of such projects were shared with the participants. Participants also engaged in a discussion on the challenges and the benefits of inter-agency integration and partnership.
