The training concept aims at utilizing some core subjects which are taught in UNDAC 
and UN-CIMIC training courses into a short one-week United Nations Emergency 
Response Awareness (UN-ERA) course. The target group of the UN-ERA course 
comprises team leaders and emergency managers from the INSARAG, MCDA and 
NATO/PfP networks who are envisaged to participating in or managing international 
humanitarian or disaster relief operations. UN-ERA courses are not intended as a 
replacement for either the UNDAC or CIMIC courses but can be used to facilitate the 
selection of candidates for the UNDAC courses, military liaison officers (to be further 
trained in UN-CIMIC courses) or other personnel in key functions in international relief 
operations (e.g. urban search and rescue operations).\par

was made by OCHA Geneva to the INSARAG Steering Group to consider the possibility of 
a rapid technical INSARAG fact-finding mission in case of sudden onset disasters as well 
as large-scale (technological) accidents. The purpose of these technical fact finding 
"Spearhead " missions would be to enhance the experience and the exchange of know-how 
within the INSARAG network through technical evaluation of emergency response on site. 
These missions would be considered bilateral technical missions from the INSARAG 
network member states and should be launched in cases of technological or (small-scale) 
natural disasters when there is no immediate requirement for UNDAC missions for the 
support of the United Nations Resident Coordinator.\par
