Update on Dissemination and Promotion of the Commission's Report

Since the launching of the CHS report in May 2003, a number of activities have been undertaken by the members of the Commission and the secretariat to disseminate and promote the conclusions of the Commission’s report. Outreach activities were particularly intense during May – June 2003, the period preceding the disbanding of the Commission. Since then, dissemination efforts have been oriented towards widening the reach of the Commission’s recommendations, notably by translating and publishing the report in other languages.

The Spanish version has been published and was launched at a regional seminar on Human Security that took place in Santiago, Chile, on 21 August 2003.

Meanwhile, the French and the Japanese translations have been completed and publishing is being undertaken respectively by Presses de Sciences-Po and Asahi Shimbun. Both versions will be ready for public display towards the beginning of October. The launching will take place in Paris and Tokyo, during October-November 2003. The event will be crucial to organise promotional activities in cooperation with interested partners.

The production of a Russian version, in collaboration with OSCE, has also been initiated and the final translation should be ready towards the end of the year. The understanding with OSCE is that the launching should take place shortly thereafter, most likely in Central Asia, where the Commission organised a successful meeting in 2002. A regional event, linked to the working agenda of the Advisory Board, could be envisaged to accompany the launch of the report.

With regards to the launch of the French version, and in consideration of previous activities of the Commission in West Africa, the Advisory Board could also envisage organising an event in Mali, presently the chair of the Human Security Network. Such an event could gather participants from West Africa and beyond.

As indicated in the Proposed Work Programme, it would be advisable to closely link the dissemination and promotion of the conclusions of the Commission’s report with follow-up activities. For that purpose, the limited funds provided under the Advisory Board’s budget could be complemented by the unused funds under the dissemination item of the CHS budget. These funds would allow the organisation of regional events of the type described above, bringing together like-minded partners and stakeholders to discuss human security issues of concern to the particular region. Such engagements can also be venues to share examples of lessons learnt and regional best practices and assist the Board in further developing guidelines on project activities funded under the UN Trust Fund for Human Security.

Activities proposed under this phase of the programme should be implemented between the first and the second meeting of the Advisory Board, which should take place before May 2004.
