The Global Partnership for the Prevention of Armed Conflict (GPPAC)" - held at the United Nations headquarters in New York. The conference brought together over 800 participants and was a culmination of a three-year world-wide civil society-led process that focused on generating a new international consensus on peacebuilding and the prevention of violent conflict. Predominant throughout the conference and also as outlined in the
Global Action Agenda (in PDF) was the necessity for a paradigm shift in the security area. Many felt that the human security framework provides a very effective lens through which to address the root causes of conflict and to link the security, development and human rights agendas as outlined in the Secretary-General's report to the Millennium+5 Summit. Many stressed that sustainable security of states will not be achieved without greater justice, development and human security for all.
