Important political, social, and economic reforms have led to significant improvements in the overall socio-economic situation of most Albanians. Yet around 80% of minorities (mainly Roma and Egyptian) have been excluded from the economic expansion of the last few years. While little attention has been given so far to the plight of these minority groups, nevertheless, it is increasingly recognized that if no action is taken to improve the situations of these minorities, Albania’s future development and security can be threatened and destabilized.

The project, in line with the government’s new strategy on social inclusion, will seek to advance top-down protection and bottom-up empowerment measures that will among others (i) improve participation in local governance through inter-ethnic community-based organizations; (ii) enhance access to social and economic rights and opportunities through civic registration such as provision of security, health, education, and child protection as well as access to labor markets; and (iii) strengthen policies and institutional capacities in the fields of minority rights and cultural awareness.
The project will be implemented in four of the most populated minority regions including Tirana, Elbasan, Fier, and Durres and will be executed by UNDP, UNV, UNHCR, UNFPA, and UNICEF, in close collaboration with Ministries of Labor, Education and Science, as well as local authorities and communities.
