AFGHANISTAN

Reducing the demand for illicit drugs - Badakhshan, Nangarhar, and Qandahar Provinces

Implementing Agency
UNODC in conjunction with the Counter Narcotics Directorate (CND) of the National Security Council of the Government of Afghanistan.

Objective
The main objectives of the projects are :

(i) to mainstream drug demand reduction within the activities of relevant government institutions, UN agencies, NGOs and community groups in the area of healthcare, education, and community development at provincial, district, and village levels by providing support, training, advice, and resources on demand reduction to project partners; and
(ii) to provide concrete and sustainable benefits to drug addicts and their families and to reduce the social, economic and medical costs associated with drug abuse/misuse by developing trained, effective and realistic drug abuse prevention services and providing vocational training and income generation activities for recovering drug addicts.  

Beneficiaries
The principal stakeholders and targeted beneficiaries of the project will consist of :

  • government counterparts, UN agencies, NGOs and community groups;
  • 12 Afghan national staff working on drug related issues;
  • 360 workers in healthcare, social work, education and community development who are already providing generic services for drug abusers/misusers;
  • 720 social actors and community representatives such as school teachers, religious and community leaders, as well as the police;
  • 6,000 Afghan men, women and children who will benefit from appropriate resources providing information, education and advice on drugs and drug-related healthcare and socio-economic issues;
  • 1,000 male and female drug addicts provided with drug detoxification, treatment and rehabilitation services;
  • and 450 male and female recovering addicts provided with social reintegration vocational training and income generation opportunities.

Activities

  • Form the 12 fieldwork staff into 3 Demand Reduction Action Teams (DRATs) and site in the provincial offices of the CND in Badakhshan, Nangarhar and Qandahar.
  • Conduct a comprehensive needs assessment of (a) the nature, pattern and extent of drug abuse/misuse, (b) economic, social and health related consequences of drug abuse/misuse, and (c) the provision of existing drug demand reduction services/facilities carried out in Badakhshan, Nangarhar and Qandahar provinces.
  • Mainstream drug demand reduction through a START (Support: Training: Advice: Resources: Targeting) programme for partner agencies and organizations in the provision of healthcare, education and social/community services for Afghan communities in Badakhshan, Nangarhar and Qandahar.

Outputs (including distinctive aspects of the project)

  • 12 project staff selected, trained and operational at provincial level and formed into 3 x 4 Demand Reduction Action Teams (DRATs) sited in the provincial offices of the CND in Bdakhshan, Nangarhar and Qandahar.
  • Increased knowledge and awareness of drug demand reduction through the START programme.
  • Improvement in community based approaches to community problems and reintegration of recovering addicts through vocational training and income generation opportunities.
