 Who does What Where (3W) Minimize

Who does What Where (3W) is the one product that is universally agreed to be the most important priority for any co-ordination activity. Knowing which organizations (WHO) are carrying out which activities (WHAT) in which locations (WHERE) is essential if those organizations and activities are to be coordinated in a way that ensures that humanitarian needs are met.

 Why is 3W Useful? Minimize

Because the 3W tracks the humanitarian response in detail and can present the information at various levels of detail from operational to strategic overview, it can be useful in a variety of ways:

  • It presents an overview of the humanitarian response
  • It may help in identifying gaps and duplications in the response programmes
  • It can assist with monitoring and evaluation, and reporting on the crisis (e.g. as a reference for mid-term review reporting on the CAP)
  • The categories may be analysed to provide a more detailed picture of the humanitarian response within, for example, a specific sector, area etc. This facilitates more detailed co-ordination
  • It comprises detailed information on the crisis response activities. This can be useful for subsequent reference, lessons learned, academic studies etc.
