The Cluster Approach is applied by the Humanitarian Coordinator and the Humanitarian Country Team to ensure greater predictability and accountability in humanitarian response in Afghanistan. Eleven clusters /humanitarian coordination forums are active at the national level and to varying degrees in the eight UN regions:

Emergency Telecommunications Cluster,
Food Security and Agriculture Cluster,
Health Cluster,
