   CERF in Action - Underfunded Emergencies

CERF has allocated $3 million to the humanitarian country team in the Philippines to tackle underfunded emergencies, which will help 610,000 people in total.

12 March 2010: The United Nations Children’s Fund (UNICEF) will receive $789,000 for multi-cluster humanitarian response (WASH, child protection, and nutrition) to 90,000 people. Some $748,000 will go to the International Organization of Migration (IOM) for support to 115,000 vulnerable people in conflict affected areas and transitional shelter assistance for 35,000 IDPs in Maguindanao. The World Food Programme (WFP) will use $700,000 for immediate food assistance to 150,000 people.  Close to $280,000 has been allocated to the World Health Organization (WHO) for emergency health assistance to 100,000 people.  More than $210,000 will go to the Food and Agriculture Organization (FAO) for livelihood restoration and improved food security for 43,000 IDPs in Mindanao.  The United Nations Population Fund (UNFPA) will receive $147,000 for reproductive health care for 15,000 IDPs.  Finally, some $100,000 will go to the United Nations Department of Safety and Security (UNDSS) to establish an emergency communications system for NGOs.

The collapse of the peace talks between Armed Forces of the Philippines (AFP) and Moro Islamic Liberation Front (MILF) in August 2008 in Mindanao caused the displacement of 750,000 people fleeing the ensuing fighting. The prolonged duration of the displacement resulted in increased trauma and loss of livelihood for the displaced population, which remains around 125,000 people. 

For example, ongoing displacement has disrupted the agricultural cycle of planting and harvesting, meaning that even short periods of displacement can have long term detrimental agricultural effects.  More than 80 percent of IDPs in Mindanao are food insecure and around 10 percent of children under 5 are malnourished.
