Global Launch: Consolidated Appeals 2010

The Consolidated Appeals are launched by the United Nations Secretary-General in a ceremonial event towards the end of each calendar year. This Global Launch of the Consolidated Appeals is followed by the so-called “Programme Kick-Off” conference in January, a working-level event, in which donors state their humanitarian priorities and funding intentions for the year. In July a conference is organised to launch the Mid-Year Reviews of the Consolidated Appeals. When a disaster occurs, a Flash Appeal is developed within a few days and officially launched as soon as possible.
The main purpose of any launch event is to present the inter-agency appeals (in particular the humanitarian action plan and the attached projects) to the donor community and to stimulate funding. Most launch events are followed by a press conference.
GLOBAL LAUNCH OF THE CONSOLIDATED APPEAL
The The Global Launch is an annual key event of the humanitarian community. All stakeholders in the Consolidated Appeal Process (CAP) are invited: the CAP countries, the donor countries, UN agencies, NGOs and representatives from the Red Cross and Red Crescent Movement. The Consolidated Appeal for 2009 was presented on 19 November 2008 in Geneva. On behalf of 30 million people in 31 countries, and on behalf of the 360 organisations that together had devised the humanitarian action plans, the Secretary-General appealed for US$ 7 billion.
This ceremonial conference is chaired either by the Secretary-General or by the Emergency Relief Coordinator. They are joined on the podium by a Director of a UN agency, a donor representative, and the head of participating nongovernmental organisation (NGO). On several occasions, celebrities with a credible humanitarian record honoured the event with their presence and statements. In 2007 H.R.H Princess Haya lent her support to the event, and in 2008 it was Sir Richard Branson’s turn.
PROGRAMME KICK-OFF The “Programme Kick-Off” conference is a follow-up event of the Global CAP Launch. The invitees list is largely identical to that of the Global Launch. This working event provides the international community with the opportunity to state humanitarian priorities and funding intentions for the year, to comment on the Appeal documents and the Consolidated Appeals Process, and to mutually coordinate their funding intentions to avoid gaps and duplications. Since its inception in 2005, the “Programme Kick-Off” has proved to be successful and appreciated.
MID-YEAR REVIEW CONFERENCEThe Mid-Year Review conference traditionally takes place during the humanitarian segment of the annual meeting of the United Nations Economic and Social Council (ECOSOC). The Mid-Year Review reports on progress made to date and on the impact of implemented programmes. The Review also serves to highlight remaining priorities in countries and regions with a Consolidated Appeal, and aims to promote accountability and resource mobilization.
LAUNCHES OF FLASH APPEALS
15 and 12 Flash Appeals were published in 2007 and 2008 respectively. Flash Appeals may be officially launched at the United Nations headquarters in New York or the UN office at Geneva and, whenever possible, in the countries concerned.
