Workshops and Training

Workshops are intended to help IASC Country Teams, donors and host governments to prioritise humanitarian activities in a given emergency.  They can be a key step in an on-going process of discussion around humanitarian effectiveness, with the aim of increasing the accountability of the humanitarian system. 

The objectives of a workshop are to debate openly and critically the humanitarian response and coordination mechanisms in a country; analyse the political and socio-economic context and build scenarios for the coming year; clarify the roles and responsibilities of the key humanitarian actors, i.e. who can do what to address priority needs; and agree on an action plan for preparing the CHAP and writing the Consolidated Appeal document with clearly identified roles, responsibilities, and deadlines.

The workshops are facilitated by two people from different humanitarian organisations, based either in the field or at headquarters. Depending on the availability of CAP facilitators, workshops can be offered in English and French. The Schedule of Field workshops is updated regularly and is available on this website, as well as all reports following the various workshops.

OCHA’s CAP Section provides support to Country Teams who wish to organize a workshop by:
  • Producing the guide How to Organize a CAP Workshop, which is the reference document for field offices organizing a workshop and for facilitators.
  • Identifying facilitators from the CAP facilitators’ roster
  • Putting at the disposal of facilitators a Facilitation Toolkit, which is updated yearly and includes exercises and tips.

In order to maintain maximum flexibility within the facilitators’ roster, CAP Section organises annual Training of Facilitators sessions, which are open to IASC staff willing to be deployed to the field to facilitate CAP workshops (See Schedule of Training of Trainers).

The CAP facilitators’ job is to facilitate the start of a process and help the country team to agree on who needs to do what by when in order to develop a CHAP. The outputs of a workshop are based on the needs of the IASC country team and its partners in the government and donor countries. The facilitation materials produced by the CAP Section reflect the notion that the primary reason for organising a CAP workshop is to facilitate a planning process. It is the job of a CAP workshop to recognise the knowledge and experience represented by the people working in the field and to facilitate them in planning for the CHAP in a coordinated manner.

A Training workshop for OCHA Staff is also being organized every year by the CAP Section to reinforce OCHA’s capacity, and in particular of field offices and desk officers, to run the Consolidated Appeals Process on a day-to-day basis. (See Schedule of CAP Training for OCHA Staff).
