  • 26 to 29 January 2004: Fourth meeting of the Issyk-Kul Dialogue (Bishkek, Kyrgyz Republic) organized by the International Migration Policy Programme - held in response to the request made by governments at the Third Meeting held in Istanbul from 1 to 5 July 2002 to sustain the efforts towards capacity building and dialogue amongst the governments of the Issyk-Kul Dialogue (Afghanistan, Armenia, Azerbaijan, China, Georgia, Iran, Kazakhstan, Kyrgyz Republic, Mongolia, Pakistan, Russia, Tajikistan, Turkmenistan, and Turkey). Mr. François Fouinat, former Executive Secretary of the ABHS, presented the introductory remarks at the session on "Migration and Human Security".

  • 25 to 26 January 2004: Workshop on "Security and Development" - organized by the Global Policy Project in New Delhi under the aegis of the Fifth Annual Conference of the Global Development Network. The workshop brought together security experts and development analysts from rich and poor countries. It addressed specific issues of operational relevance for policy-making, identified priorities for a joint policy agenda, designed a road map towards the adoption of improved human security policies and promoted coherence among research disciplines on the intersection between security studies and development research at a time of unprecedented global economic integration, geopolitical turbulence and novel threats to international peace and security. Mr. François Fouinat, former Executive Secretary of the ABHS addressed the session on "Human Security: Trends, prospects and policy implications".
