Rebuilding Urban Communities: Upgrading of Informal Settlements - Qandahar, Mazar-e-Sharif, Jalalabad

Objective
The aim of the project is to increase protection against menaces that threaten the human security of vulnerable groups living in informal settlements including returnees, IDPs, vulnerable families, and widow-headed households, by addressing the needs for secure tenure, shelter and basic services.
This is achieved by strengthening social protection measures through:
(i) establishment of Community Development Councils,
(ii) creating opportunities to reduce poverty through creating employment opportunities,
(iii) raising living standards by improving access to services presently not available, and
(iv) removing the constant threat of eviction by confirming security of tenure.
Beneficiaries
The target beneficiaries of the project include informal and traditional/old settlements, in particular, settlements where there are minimal or no services available (water, infrastructure, roads, drains, access, sanitation, etc.), destroyed or damaged by war, and are in very poor areas with a high number of returnee families.
Activities

Mobilize and establish community organizations so that people can proactively guide their own development while re-establishing community based social protection measures.

Ensure a ‘secure place to live’ for all the families under the project by confirming security of tenure.

Improve environmental conditions in poor urban settlements through rehabilitation of neighborhood infrastructure (water supply, drains, and roads) and improved services (eco-toilets, solid waste collection, etc).

Strengthen sustainable livelihoods through opening up income generation opportunities and engaging in infrastructure works.
Outputs (including distinctive aspects of the project)

Formation of 48 Community Development Councils.

48 settlements with improved environmental conditions and access to essential basic urban services covering 101,500 people and shelter provision.

Improved systems of disposal and collection of solid waste management and sanitation serving 48 neighborhoods.

Secure tenure for 11,650 households.

Human dignity and human security of targeted groups enhanced through reintegration and resettlement of returnees and IDPs; improved urban environment; strengthened governance at the community level; strengthened community-based social protection measures; institution building and creation of partnerships between people and municipalities; enhanced security of tenure; and increased capacity of municipalities to plan and respond to community needs, in particular with regards to sanitation.
