Contingency planning is a management tool used to analyse the impact of potential crises and to ensure adequate arrangements are made in advance. This is achieved primarily through the participation in the contingency planning process itself, as well as through follow-up actions and regular review of critical planning elements.
Following the launch of the Inter-Agency Contingency Planning Guidelines for Humanitarian Assistance in November 2007, OCHA took the lead to coordinate the preparation of an inter-agency CP for Indonesia. In line with the Cluster Approach for emergency response, the CP envisages the involvement of the international community under different scenarios. Scenarios considered include large and medium sized emergencies resulting from natural disasters (floods, volcanic eruption, and earthquakes) and/or urban civil strife, affecting between 250,000 and 500,000 people. The CP also includes a pandemic scenario which considers the real threat currently posed by Avian Influenza in Indonesia.
The UNCT agreed to prepare the inter-agency CP based in eight clusters of response, Early Recovery, which had initially been considered as a separate cluster, was finally included as a network of activities requiring attention in all clusters rather than a separate cluster. The CP also includes cross-cutting issues such as Human Rights and Gender.
