The humanitarian situation in Iraq and the surrounding region continues to call for a concerted and comprehensive international response. In the past, the humanitarian community had developed separate strategies and appeals to address the situation. In an effort to bring greater coherency and coordination to the overall response to Iraq and the surrounding region, in April 2008, the Executive Committee for Humanitarian Affairs agreed to develop a consolidated appeal for 2009 that consists of two connected pillars: (i) a national CAP inside Iraq and (ii) a regional CAP for countries hosting Iraqi refugees. The Appeal will be presented in December 2008 as part of the annual CAP launch led by the UN Secretary General in New York.
