Given that institutional capacity is very weak at local level, it is urgently needed to strengthen the capacity of the focal points.

Through the coordinating body of the Central Natural Disaster Relief Committee (CNDRC), MoHA will coordinate disaster response during an event of avian influenza introduction in poultry or other birds into the country, or in the event of an influenza pandemic among human population. The Ministry of Economic Development (MED) is leading work across infrastructure sectors to help ensure that key services continue to be provided during an influenza pandemic, with the risk of service disruption minimised. MED is also encouraging the business community at large to undertake pandemic business continuity planning.

Inland Revenue Department has a key role in the economic and social wellbeing of all New Zealanders, by ensuring revenue is available to fund government programmes and ensuring people receive the payments they are entitled to. However, as much as practicable, Inland Revenue will ensure that revenue collection services are maintained and that customers receive their entitlements.

The role of MAF in the response phase to human pandemic influenza will be carried by Biosecurity New Zealand as the business unit within MAF with responsibility to monitor avian populations for influenza and stamp out any outbreaks of avian disease. New Zealand Defence Force (NZDF) During a health emergency Defence will offer aid to the civil agencies to the greatest extent possible. However, in addition to reduction through illness of available personnel, Defence has extensive commitments overseas that reduce resources in New Zealand and responsibilities for other government-directed contingency tasking which may further reduce the availability of personnel and resources for direct support of pandemic health management activities. Where available, Defence equipment and personnel may be able to assist in a range of local or regional situations where normal services are under pressure. In general, government agencies have not assumed that substantial assistance would be available from Defence on the basis that their help, while extremely valuable, would be in addition to any other arrangements included in plans. Defence tasking will be centrally controlled to meet government-directed priorities.

Preparing a budget plan for the response to an emerging pandemic - Requesting other Ministries to prepare their action plans and aggregated plans for required budgets, equipment, supplies, facilities and construction works for submission to the Government and the National Assembly for their approval of a contingency budget for response to an emerging pandemic.

Support to Health Sector and Response Capacities :
- Providing instructions and guidance to security forces in conducting emigration and immigration control activities as well as ensuring political security and social order and safety in the outbreak areas;
- Undertaking entry procedures for foreign experts/consultants who enter the country to assist in epidemic prevention and control activities when SARS is introduced into the country;
- Making joint efforts to strengthen border medical quarantine services and other activities related to emigration and immigration control;
- Posting security officials in quarantine stations to examine and control the transport, slaughtering, processing and distribution of poultry and poultry products;
- Recommending on how to properly deal with violations of the regulations on epidemic prevention and control.

Support to Health Sector and Response Capacities :
- Organising the dissemination of information on avian flu for students.
- Directing appropriate teaching and learning during pandemic period.

Support to Health Sector and Response Capacities :
- Timely and promptly providing information and guidance to diplomatic missions, foreign media and press agencies as well as international organizations and non-governmental organizations based in Viet Nam in disseminating objective, accurate and predicted information about the avian flu and human influenza A (H5N1) pandemic in the country;
- Collaborating with responsible authorities in reporting the epidemic situation and calling for assistance from other countries and international organizations in epidemic prevention and control efforts;
- Mobilizing international organizations, including WHO, FAO, OIE, UNDP, etc. and nongovernmental organizations, to assist the Vietnamese Government and people in terms of expertise, documentation, equipment and finance in combating the pandemic;
- Cooperating with the Ministry of Agriculture and Rural Development and the Ministry of Health in participating in international and regional workshops/conferences on the avian flu and promoting the cooperation with other countries and international organisations on avian epidemic prevention and control.

Support to Health Sector and Response Capacities :
- Collaborating with the Ministry of Agriculture and Rural Development and the Ministry of Health in disposing of infected poultry and disinfecting the environment in avian flu and human influenza A (H5N1) affected areas;
- Providing instructions and guidance to local authorities in monitoring and dealing with environmental contamination in areas where infected poultry has been disposed of and dead people have been buried.
