OCHA is responsible for the coordination of international response to natural disasters and complex emergencies, including the timely mobilisation and distribution of resources in support of those whose lives have been affected by disaster. We endeavour to achieve this through mechanisms such as the Consolidated Appeals Process (CAP), the Financial Tracking Service, and Flash Appeals


  
 Consolidated Appeals Process (CAP) Minimize

 

The Consolidated Appeals Process (CAP) is much more than an appeal for money. It is a tool used by aid organisations to plan, implement and monitor their activities together. Working together in the world's crisis regions, they produce appeals, which they present to the international community and donors.
 
Since its inception, the CAP has become the humanitarian sector’s main tool for coordination, strategic planning and programming. As a planning mechanism, the CAP has contributed significantly to developing a more strategic approach to the provision of humanitarian aid. As a coordination mechanism the CAP has fostered closer cooperation between governments, donors, aid agencies, the Red Cross Movement and non-governmental organisations.
 
Speaking with a common voice, UN agencies and non-governmental organisations have been able to raise funds for immediate action, demand greater protection, get better access to vulnerable populations and work more effectively with governments and other actors.
 
The CAP works to provide people in need the best available protection and
assistance, on time.

As of end of July 2009, Consolidated Appeals in the MENACA region are 52% funded. Humanitarian country teams in each country have now presented a Mid Year Review; an updated situation analysis and progress report of each appeal.

 Financial Tracking System Minimize

The Financial Tracking System (FTS) is a global, real-time database of humanitarian aid, managed by OCHA. It covers funding through the Consolidated Appeals Process by country as well as that of outside appeals. The FTS serves to improve resource allocation decisions by indicating to what extent populations in crisis receive humanitarian aid, and in what proportion to needs.

In addition to financial tracking for Consolidated and Flash Appeals, FTS also tracks funding for other appeals, natural disasters and emergencies without formal appeals.  FTS also provides per-set or custom analytical tables that show aid flows globally and to specific crises.  The pre-set tables provide global overviews, donor profiles, and comparison and trends.

 The Central Emergency Response Fund (CERF) Minimize

The Central Emergency Response Fund (CERF) is a new vehicle to provide more timely, reliable and accountable humanitarian assistance to victims of natural and man-made disasters. It was established in December 2005 through a resolution adopted by the United Nations General Assembly. Before its official launch on 9 March 2006, it took weeks and sometimes even months before funds provided by governments in response to UN appeals reached a disaster area.

Since the CERF’s establishment, the provision of financial assistance has accelerated tremendously. For instance, approval of start-up funding for aid programmes in rapid onset emergencies such as the armed conflicts in Lebanon and Timor-Leste came within 72 hours. This speed enabled UN agencies to deploy assistance immediately by drawing against their reserves.
