One of the many humanitarian funding appeals launched each year, the CHAP (Common Humanitarian Action Plan) is the foundation of a Consolidated Appeal or a Flash Appeal. It is a strategic plan for humanitarian response in a given country or region. Under the leadership of the UN Humanitarian Coordinator (UNHC), the CHAP is developed at the field level by the IASC Country Team. Other key humanitarian stakeholders, such as host governments and donors are also consulted.
